General Definition of Work Performs complex professional and administrative work in assisting the City Manager in various assignments relating to the planning, direction, control, and evaluation of the operations and programs of assigned departments; does related work as required. Work is performed under the general direction of the City Manager. Organizational supervision is exercised over all City personnel in the absence of the City Manager.

Essential Functions/Duties The following job functions are typical for a position of this nature. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each function satisfactorily. Other job functions and duties may be required as assigned. Percentages for each function are subject to fluctuations
- Confers and consults with and supervises assigned department heads concerning services, operations, management concerns, and assignments; (30%)
- Acts as liaison between the City Manager's office and assigned departments; (15%)
- Arrange conferences, interpret administrative policies, relay instructions, and propose policy and procedural revisions; (10%)
- Prepares materials for City Council agendas, attends council sessions, and provides information or technical assistance, and follow-up as required; (5%)
- Prepares research reports to serve as a basis for action by the City Manager or the City Council; (5%)
- Prepares reports and presentations; (5%)
- Serves as liaison between City Manager and various boards, committees, and agencies; (5%)
- Processes complaints and responds to inquiries from the Council and the public; (5%)
- Represents the City Manager at conferences and meetings; (5%)
- Participates in budget coordination, capital improvement planning, and financial administration; (5%)
- Performs liaison activities to other local, State, and Federal agencies and organizations; (5%)
- Serves as Acting City Manager when so designated. (5%)
Knowledge, Skills and Abilities - Comprehensive knowledge of public management and organization theories, principles, practices and techniques at the local level
- Thorough knowledge of the organization, function and methods of operation of the assigned departments
- Thorough knowledge of the basic laws, ordinances and regulations underlying the municipal corporation
- Thorough knowledge of municipal operations and administration, ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions and to prepare working procedures
- Ability to express ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with other City officials, employees and the public
- Ability to plan and supervise the work of subordinates.
Education/Experience/Physical Demands/Special Requirements/Additional Information EDUCATION/EXPERIENCE - A bachelor's degree in public administration, business administration, engineering, or a closely related field. A master's degree in public administration is preferred.
- A minimum of nine (9) years of progressively responsible experience in the administrative management of local government, at a division, or department head level, or higher.
- North Carolina local government experience is preferred.
SPECIAL REQUIREMENTS ADDITIONAL INFORMAITON The hiring range for this position is $143,020 - $182,000 annually depending on candidate qualifications
Physical Demands: 1. The physical activity of this position includes: - Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
- Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
- Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
- Repetitive Motions: Substantial movements (motions) of the wrists, hands and/or fingers.

The physical requirements of this position - Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
