The Position


The Executive Assistant II in East Bay Municipal Utility District's (EBMUD) Sacramento office provides routine to complex administrative, office management, and budgetary support to the Manager of Legislative Affairs and other staff in EBMUD's Sacramento Office; performs special projects, procedure development and general analytical work; monitors and helps communications among the Sacramento staff, the EBMUD management team, other EBMUD work groups and external organizations on projects including those that are time sensitive or have other constraints.

Typical responsibilities include:
•Interacting with EBMUD's Senior Management Team, state legislative offices and staff, state executive branch office and staff, stakeholder organizations staff, and statewide associations staff of which EBMUD is a member.
•Preparing correspondence, reports, spreadsheets, presentation materials and supporting charts, and a wide variety of finished documents; initiating correspondence and other material independently for the manager.
•Preparing and managing the office's budget activities and processing expense requests and disbursement authorizations.
•Providing administrative support such as receiving and screening visitors and telephone calls; sorting, screening and routing mail; ordering supplies.
•Scheduling and arranging meetings on legislative issues.
•Maintaining appointment calendar(s) including issuing notices and agendas and assembling and distributing materials in advance.
•Making arrangements for travel, accommodations and conference registrations.
•Screening, as needed, proposed legislation to determine whether a given bill would affect EBMUD programs or policies.
•Routing proposed legislation to other departments for their assessment of the impacts of the proposed legislation on their programs.
•Tracking all bills of interest to EBMUD.
•Closely monitoring the top priority bills for EBMUD to ensure that EBMUD's position is fully communicated to the author and policy committees.
•Maintaining files, particularly the legislative files to ensure all materials filed are timely and relevant.
•Planning, organizing and coordinating meetings and events.
•Organizing and managing legislative tour of upcountry facilities and other tours upon request.
•Overseeing office equipment and facility maintenance.
•Conducting research and special studies.
•Preparing personnel and confidential matters.
•Responding to internal/external inquiries or referring inquiries to appropriate staff.
•Tracking department assignments.

Knowledge of:
•Legislative process and calendar (preferred).
•Business office management practices and procedures including organizing, prioritizing and scheduling work, and balancing administrative support resources with competing needs.
•Telephone etiquette techniques appropriate to gathering information, responding to inquiries and complaints that project a courteous, patient, positive, professional, and helpful demeanor.
•Correct spelling, punctuation, grammar, and standard formatting as used to prepare, edit and proofread reports, and correspondence.
•Word processing, presentation, spreadsheet, and other common PC software applications.
•Manual and electronic record management and filing systems.

The ideal candidate will have experience working in the Capitol (preferred), be willing to take initiative and demonstrate strong administrative skills, have excellent interpersonal skills, be able to manage multiple priorities and work under deadlines, and have expertise in handling confidential matters.

The salary range is $8,987 per month increasing to $9,436, $9,908, $10,403, and $10,923 after 6, 18, 30, and 42 months, respectively. Non-represented employees' benefits include eligibility for annual merit-based bonus pay program.

Requirements


1. High school graduation or its equivalent.

2. Three years of responsible, journey-level clerical experience.

3. Willingness to work overtime as needed.

The Selection Process


1. Submit a completed EBMUD application and the required supplemental question responses online at by 4:30 p.m., October 4, 2024. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a written test tentatively scheduled for early November.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 6 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
