About This Role
A Facility Security Officer (FSO) manages the company’s security program. The FSO position plays an integral role in ensuring the effective implementation of a FOCI mitigation agreement. In addition to serving as the principal advisor to the Government Security Committee (GSC), an FSO is responsible for the day-to-day implementation of the FOCI mitigation agreement requirements. This role will report to the General Manager and work alongside various internal teams.
Core Responsibilities
Ensuring Company compliance with security requirements and implementation of new security requirements
Review and maintain personnel security clearances in the security clearance database of record DISS by:
Initiating initial investigations and CV Update SF86
Indoctrinating special accesses like NATO, COMSEC, etc., per contractual requirements.
Debriefing terminated cleared personnel
Submit Visit Requests
Report and investigate Security Violations
Provide Security Education to cleared personnel:
Provide Initial Security Briefing to newly cleared personnel and already cleared new hires joining the company
Provide Annual Security Refresher training to cleared personnel
Provide Insider Threat training to newly cleared personnel and already cleared new hires joining the company
Provide special security briefings, as required by DD254
Provide security updates, this can be in the form of emails and newsletters
Answer security related questions from cleared personnel
Complete DCSA required FSO training
Provide Foreign Travel briefing forms and comply with reporting requirements
Maintain FCL compliance
POC for initial FCL submission with FCB
Submit Change Condition Packages in NISS as warranted. Change Conditions can be the following, but not limited to:
Change in facility address
Change in KMPs
Change in Ownership
Perform annual Self-Inspections
POC for annual DCSA / government Security Assessments
Serve as company liaison regarding security matters between the Company, DCSA, USG Customers, Prime Contractors, and Sub- Contractors
Manage FCL Documentation
Create DCSA / contract required documentation
Manage / maintain cleared personnel security files
Review security section in RFPs for security requirements
Review DD254 for completeness, security requirements and guidance
Provide flow down DD254s to sub-contractors
Establish Insider Threat Program Plan, can serve as Insider Threat Program Senior Official (ITPSO). If Insider Threat Plan established a working group, FSO is part of the working group.
Primary Roles and Responsibilities of an FSO Relating to FOCI
Abide by and enforce the mitigation agreement in place
Ensure the Facility's officers, directors, and employees comply with the provisions of the Facility's mitigation agreement
Advise the GSC
Assist the GSC in the development and implementation of the Technology Control Plan (TCP), Electronic Communications Plan (ECP), and Visitation Procedures
Ensure Affiliated Services being provided between the FOCI Company and the Affiliates that have been approved in advance by the GSC and DCSA
For instances with potential FOCI Collocation, assist the GSC in developing and submitting a Facilities Location Plan (FLP) for DCSA review and approval
Maintain day-to-day oversight to ensure all Affiliated Services, FLPs, TCPs, ECPs, and Visitation Procedures are fully implemented and effectively mitigate the FOCI
Ensure that DCSA (through the IS Rep) is advised of any known attempts to violate any provision of the Facility's mitigation agreement or relevant U.S. government contract provisions related to security, U.S. export control laws, or the NISP
Communicate any material changes to the IS Rep early and often
All applicants are expected to possess the following qualifications and skills
Ability to work in a fast-paced and deadline-based environment
Strong verbal and written communication skills
Ability to work independently in a team environment
Ability to plan and manage time effectively by appropriately prioritizing
Task orientated with excellent organizational skills
Bachelor’s Degree or equivalent work experience
5-7 years of experience working in a professional environment
Proficiency with Microsoft Office (Word, Excel, PowerPoint)
