Summary This position manages day-to-day execution of the Southeast Louisiana Veterans Health Care System (SLVHCS ) public affairs program, to include social media, researching, editing and preparing various official responses for both internal and external audiences. Responsibilities Major Duties: Employs a multimedia and multi- level communication approach and continuously monitors, reassesses and fine-tunes existing communication tools while seeking additional approaches. Serves as one of the agency spokespersons for the facility, including responding in writing and orally to questions about criticisms of the agency's activities or policies and explaining the VA point of view. Prepares scripts, audiovisual materials and brochures for ceremonies, briefings and orientations. Establishes and directs policies and procedures for visits and tours of distinguished personnel, administrative management of conferences, events and ceremonies. Manages a highly technical complex and sensitive public affairs program. Develops budgets, writes statements of work and directs, coordinates high profile visits, and directs, coordinates and supervises activities of supporting staff and contractors. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Developing public affairs strategies to support organizational information, media relations, and community relations goals. (2) Writing and editing information materials to communicate organizational programs effectively to targeted audiences; AND (3) Planning and organizing outreach events that increase public understanding of organizational roles and mission. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess the equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Assignments regularly involve extended periods of walking, standing, bending, and stooping to execute logistics for special events or to accompany media crews or other special groups. Incumbent is also required to regularly pick-up loads of 15 pounds such as boxes of newspapers and other literature and to push carts of supplies.
