The key mission of Refugee and Immigrant Services is to assist newcomers in achieving not just legal status and economic self-sufficiency, but in becoming fully active participants in the social and civic life of our communities.

 

The Supervising Attorney in San Mateo provides guidance in casework for attorneys, accredited representatives, legal assistants, and volunteers. Other duties will include providing consultations; networking with Parishes, CBO’s, government agencies, and coordinating the recruitment and supervision of legal volunteers. In this capacity, the Supervising Attorney will represent clients in Court and will provide direct legal representation to clients in removal proceedings. The Supervising Attorney may also provide legal representation to clients in family petitions, provisional waivers, U-Visa and WAWA applications, and naturalization cases.

 

The Supervising Attorney will report to the Program Director. This position serves clients from all over the Bay Area but will be based out of our San Mateo office located at 36 37th Avenue, San Mateo, CA 94403.

 

 

  • Legal Supervision: Provide support and supervision as needed to other attorneys, accredited representatives, legal assistants, and volunteers on substantive legal matters and case management/caseloads. Develop strategies and processes to improve efficiency with high quality standards. Lead regular case rounds, provide a space to discuss complex cases as a team and update staff on latest legal developments.
  • Volunteer Supervision: Coordinate the recruitment and supervision of legal volunteers, including law students that assist with the program. Coordinate volunteer assignments.
  • Participate in the development of case selection criteria.
  • Represent clients in state court, the Executive Office of Immigration Review (“EOIR”) and U.S. Citizenship and Immigration Services (“USCIS”).
  • Provides consultations during our in-house clinics or in other workshops of similar nature without supervision.
  • Attend trainings and courses to remain updated on immigration law and policy.

· Acts as a consulting body both in legal case resolution as wells as in creating legal services protocols.

· Participates in community events (some of them on weekend) performing different tasks including but not limited to: presentations, consultations, supervision and final case review.

  • Maintains proper client files and documentary evidence required to proof eligibility for legal benefits and equities under INA.
  • Determines the fees for services to be charged to each individual client taking into account both the complexity of the legal service that is being provided and the income guidelines established in our sliding-scale fee schedule.
  • Networks with other community-based legal service providers in the area as well as with other Catholic organizations, including the United States Conference of Catholic Bishops, in advocacy efforts and immigration policy changes.

Education & Experience :

· Membership in good standing of the State Bar of California.

  • JD or LLM from ABA law school
  • Sound understanding of immigration and citizenship law and procedure, including family based immigration, consular processing, waivers of grounds of inadmissibility, U visa and VAWA, T visa, adjustment of status, asylum, Special Immigrant Juvenile Status (SIJS), and naturalization.
  • Minimum of 6 years of related work experience.
  • Experience supervising attorneys, paralegals, accredited representatives and/or law student interns

 

 

 

 

Knowledge, Skills & Abilities :

  • Bilingual (English/Spanish) required
  • Capacity to work under pressure with minimal supervision and high level of independent judgement.
  • Competency to serve clients from a variety of cultures and socio-economic backgrounds
  • High analytical abilities to spot issues and plan legal services for clients.
  • Professional level proficiency using Word, Outlook, Excel, PowerPoint, and Adobe
  • Proven ability to master legal database systems.
  • Excellent listening, communication, facilitation and influencing skills.
  • Demonstrated planning, presentation and organizational skills.
  • Demonstrated creativity and high energy.
  • Collaborative and able to develop, support and maintain positive relationships.
  • Flexible with schedule, able to work evenings and weekends as needed.
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in cross-cultural situations.

  • Noise level in the 36 37th Avenue offices (where this position will be housed) in San Mateo is usually minimal; however, the Immigration Program is a work environment that consists of a 8:30am-5:00pm office environment, with weekly workshops, scheduled client appointments in person and over the phone consultations, information and referral, and intake. It is a very fast paced environment, and each successful candidate must be able to meet the mental demands and the level of responsibility, as well as the physical demands.
